WHAT IS THE LEARNING ELDERS ARTS PROGRAM?
The LEAP – Learning Elders Arts Program is a project-based initiative designed to provide Island seniors
with the opportunity to learn various artistic disciplines from local artists. This program is based on the
belief that the arts will greatly enhance the lives of seniors.
LEAP program funding enables local seniors’ groups to hire professional and semi-professional artists to
teach various artistic disciplines such visual and media arts, dance, instrumental or vocal music, theatre or
musical theatre, literary arts, and folk arts and crafts.
PROGRAM OBJECTIVES:
• Create joint partnerships between active seniors’ organizations and experienced local artists.
• Create new and innovative avenues for appreciation of Island art.
• Increase social opportunities for all seniors.
• Provide opportunities for seniors to develop new creative skills.
• Assist seniors in developing or discovering personal confidence.
WHO FUNDS AND ADMINISTERS THE LEAP PROGRAM?
The LEAP program is administered by the PEI Senior Citizens’ Federation Inc. and is made possible through
funding from the PEI Department of Tourism and Culture under the direction of Minister Robert Vessey.
GRANT INFORMATION
Applications to the LEAP program must be submitted by eligible seniors’ groups in conjunction with local
artists on or before the October 17th deadline. The maximum LEAP grant is $3,500 per project.
LEAP funding is provided through your tax dollars, therefore, all projects must be open to participation by
the general senior population.
WHAT’S NEW
Those who have applied to the LEAP program in a prior year will notice a few changes:
• A new application form, assessment worksheet, and program guide have been created for 2011/2012.
• Adjudication assessment requirements have been streamlined.
ELIGIBILITY CRITERIA
Program funding is available to organizations whose mandate is to serve seniors and who meet the eligibility
criteria. This includes, but is not limited to, groups who are members of the PEI Senior Citizens’ Federation
Inc., public and private manors and nursing homes, retired professional groups.
The Applicant:
• Must be an established seniors’ organization.
• Must be based on Prince Edward Island.
• Must have been operating for a minimum of 12 months prior to making application to the program.
• Must select a partner artist who is not a member, employee, volunteer or otherwise associated with the
seniors’ organization.
• Must have completed all reporting requirements for any previous funding.
• Must work with the artist in planning and budgeting of the project application.
• Must actively participate in delivery of the project.
• May only apply for one project.
The Artist:
• May not be a member, employee, volunteer or otherwise associated with the applicant organization.
• Must be directly involved in estimating the costs for the project and completing the funding
application.
• Should have training in their discipline through formal studies or apprenticeships, or maintain a
professional practice.
• Should have experience in teaching.
• Should have experience working with seniors.
PROPOSED PROJECT
Applications must contain a clear, single-project focus and provide specific details about the project.
Seniors’ organizations may apply for one project only. Descriptions of proposed projects should answer the
following questions: What is your art form? How many sessions will you hold? How many pieces will be
completed or what type and length of production will be created? What type of open house, final exhibit or
performance will be held at the end of your project? How will seniors participate in the creation of the art
form? What challenges might participants face and how do you plan to address those challenges? What is
new and different about your project? How will you promote this project to attract local seniors to
participate?
APPLICATION PROCESS
Applicants are responsible to:
1) Read the Program Guide, Application Guide, Application Form, and Adjudication Worksheet.
2) Locate a partner artist and plan an eligible program with the artist.
3) Complete the Application Form and attach the required additional information as directed.
4) Ensure an authorized representative from the applicant organization, the project director, and
the artist read, accept the conditions of, and sign the declaration (at the end of the
application).
5) Deliver the completed application and required additional information to the PEI Senior
Citizens’ Federation office on or before the deadline of October 17th.
Applicants should note that the submission of a signed application to the LEAP program constitutes a
verification that the applicant has read and understands all information contained in the Program Guide,
Application Guide and Application and the applicant will comply with the conditions described in these
documents.
ADJUDICATION PROCESS
After the deadline, LEAP applications are reviewed for eligibility (see “Eligibility Criteria” above) and
assigned an application number. Information that identifies the applicant organization is removed or
blacked out from eligible application forms and these applications are sent to members of the jury panel for
adjudication. Jury members assign a score for each application using the Adjudication Worksheet.
Applications are reviewed solely on the application form and supporting materials submitted.
The Adjudication Jury meets to review the applications and adds the scores from the Adjudication
Worksheets. Applications are then ranked by total score in descending numerical order. Funding is
awarded by rank to the extent of available funding. If necessary, the jury discusses each project’s potential
for completion with reduced funding, using a comparison with other projects. Some applications may be
approved for reduced or partial funding. Adjudicators will consider the following:
ARTISTIC MERIT (Maximum 25 Points):
• Experience of artist in the discipline he/she is teaching. (1 to 10 points)
• Artist’s teaching experience. (1 to 10 points)
• Artist’s experience working with seniors. (1 to 5 points)
ART FORM (Maximum 40 points):
• Compatibility of the art form and the type of seniors’ group. (1 to 10 points)
• Appeal of the art form to a variety of senior citizens. (1 to 5 points)
• Originality of program. (1 to 10 points)
• Opportunity for participants to actively participate in creating the art. (1 to 15 points)
ART SESSIONS (Maximum 35 points):
• Sessions are structured to encourage seniors to interact socially with other participants and the artist.
(1 to 15 points)
• Sessions encourage fun and assist participants to develop or rediscover creativity and personal
confidence. (1 to 10 points)
• Sessions include an opportunity for all participants to share their art (i.e. exhibit, production, open
house). (1 to 10 points)
Consideration will also be given to the total number of seniors participating in the project and the average
cost per participant.
IN-KIND CONTRIBUTIONS
The LEAP program assumes the seniors’ organization will provide in-kind contributions of: volunteer time (to
maintain accurate records, promote the project, implement the project and complete the final report), food
lunches or snacks (when appropriate), and a suitable location for art sessions, as well as a location for the
final exhibit, production and open house.
PROJECT EXPENSES
LEAP funding will be used for artist’s wages for planning sessions, daily preparation time and art sessions, as
well as limited travel. Funds are also allocated for the cost of materials. The project budget outlining these
costs should be completed by the seniors’ organization in collaboration with the artist.
GENERAL NOTES AND RESTRICTIONS
• All events sponsored in part or entirely with LEAP funds must be open to the general public.
• Some LEAP projects may evolve into ongoing programs, but LEAP will not fund existing programs or
ongoing programs.
• Funding from this program may not be used for the following: insurance premiums; purchases of
property, equipment or collections; capital improvements including restorations of existing art
works; publications or recordings for commercial purposes; fund-raising activities; hall or facility
rental fees; food lunches or snacks and hospitality; promotion (or advertising) costs; events to
which the general public is not invited; or projects located outside of Prince Edward Island.
• At the conclusion of the project, works of art belong to the individual participants and excess materials
become property of the seniors’ organization.
DEADLINE
Completed applications must be submitted on or before October 17th and must include the following:
• Completed original signed copy of the LEAP Application Form and four (4) photocopies.
• List of current Board of Directors, Executive Committee Members, Managers and/or Owners.
• Artist’s resume (one page listing education, and selected list of works or performances) and brief (50
words or less) biography.
• Application Checklist.
The completed application and all supporting documents must be delivered to the PEI Senior Citizens’
Federation Inc. office by the close of business (5 pm) on October 17, 2011. Extended deadlines will not be
permitted.

FUNDING PAYMENT AND FINAL REPORT
Applicants will be notified of the funding competition results within 30 days after the deadline. Approved
applicants will be asked to submit a clear and current criminal record check for the artist and a final
schedule of sessions. In addition, the artist, the organization representative, and the project director must
sign a contract and promotion agreement in the presence of the PEI Senior Citizens’ Federation Executive
Director.
A payment of 50% of funding awarded will be sent to the seniors’ organization within fourteen (14) days
after the contract is signed and the criminal records check and final schedule of sessions are received.
Proposed projects must take place between December 1, 2011 and March 31, 2012. Final exhibits, open
houses or performances are to take place on or before April 15, 2012. A Final Report and Project
Evaluations (from both the artist and the seniors’ organization) are due no later than April 20, 2012. Upon
receipt of all required documentation, and following the final exhibit, open house or performance, a final
installment of 50% of the grant award will be sent to the seniors’ organization.
Applicants who fail to submit their final report and project evaluations within the prescribed time without
good cause will automatically be considered ineligible for future funding and may be required to repay
funding.
The PEI Senior Citizens’ Federation is aware that as some projects develop, minor differences may arise, but
applicants should take every precaution to insure the project is implemented and evaluated as described on
the application. The Seniors’ Federation should be contacted immediately regarding any changes.
PROJECT PROMOTION
Seniors’ organizations with approved projects must promote their project and submit copies of public
service announcements, articles and other informational and promotional publicity as part of their LEAP final
report.
An acknowledgment must be made of the PEI Department of Tourism and Culture for funding the LEAP
project and the PEI Senior Citizens’ Federation Inc for administering it in all press releases, interviews,
public service announcements and other publicity. In addition, Public Service Announcements promoting
projects must be submitted to the PEI Senior Citizens’ Federation for publication in the “Voice For Island
Seniors”.
