PEI Senior Citizens’ Federation Inc. IRAC/Maritime Electric Subcommittee

This is a summary of the report presented by Federation Treasurer (and
subcommittee member) Roger King at the General Meeting.
In March of 2009, the IRAC/Maritime Electric Subcommittee was formed.
Members included: Eric Hammill, Richard Larcheveque, Ron Raynor (ex
officio), Roger King and Linda Jean Nicholson. In addition, John teRaa has
attended some subcommittee meetings.
Three themes have evolved since the creation of the committee: 1) more
government involvement is needed in negotiating electricity purchasing
agreements; 2) consumer protection needs to be increased in the IRAC
process; and 3) information regarding electricity supply and costs should be
more readily available to Islanders.
The IRAC/Maritime Electric subcommittee has been very active. In May, we
met with Premier Ghiz and Minister Brown – and we specifically requested
that they get involved with the new purchasing agreement with New
Brunswick Power due in September.
In June and again in September, we made presentations to a government
standing committee (consisting of eight MLAs) reviewing IRAC. At the first
meeting, we suggested an Appeal Board be created to hear consumer
issues with all electricity related IRAC orders. At our second meeting, we
suggested specific changes be made to the Electric Power Act to include a
number of consumer protection clauses.
We have also met with Summerside City Officials - Mayor Basil Stewart, Chief
Administrator Terry Murphy and Director of Municipal Services Greg Gaudet
- to better understand their approach to electricity supply.
This month we have sent IRAC a formal “Request for Review” calling for a
number of clarifications on the last IRAC/MECL order in March this year.
Our subcommittee remains active and vigilant. We would like to invite
members with an interest and experience in this area to join our
subcommittee.
